Cultural Horizons announces two new EU–Ukraine cooperation calls
The Cultural Horizons programme, co-funded by the European Union under the Creative Europe Programme and implemented by the Ukrainian Cultural Foundation (Ukraine) in partnership with Cultural Vistas gGmbH (Germany), has launched two new calls supporting cultural and artistic cooperation between Ukraine and the EU.
The programme aims to enhance access to culture for Ukrainian citizens, including displaced persons, strengthen cultural links between the Ukrainian and EU cultural sectors, and promote mentorship as a tool for professional development in the cultural field.
Call 1: Cultural Horizons – Innovative Cultural Products
The first call, “Innovative Cultural Products”, supports the development of innovative cultural outputs through EU–Ukraine partnerships.
The call encourages projects that apply:
- interdisciplinary approaches,
- cutting-edge digital technologies (such as AR/VR, artificial intelligence, and big data),
- new forms of audience engagement,
- flexible cultural governance and entrepreneurship models.
Eligibility
The call is open to partnerships between organisations based in Ukraine and in Creative Europe countries. The Ukrainian partner must act as the lead applicant.
Funding
- Total budget: €400,000
- Minimum grant: €10,000
- Maximum grant: €20,000

Call 2: Cultural Horizons – European Local Culture
The second call, “European Local Culture”, focuses on strengthening local cultural ecosystems and situating local heritage within a broader European cultural context.
The call supports projects aiming to:
- develop new cultural products,
- reinterpret local heritage in a contemporary European framework,
- preserve and promote regional cultural identities,
- support cultural diversity and ethnic communities,
- improve access to culture and heritage for all, including internally displaced persons.
Eligibility
The call is open to partnerships between organisations based in Ukraine and Creative Europe countries, as well as Ukrainian-based legal entities and individual entrepreneurs (with a Ukrainian lead applicant).
Funding
- Total budget: €200,000
- Minimum grant: €3,000
- Maximum grant: €8,000
